MINUTES OF FINANCE COMMITTEE MEETING HELD

171/05 DECLARATIONS OF INTEREST

None received.

172/05 CHRISTMAS LIGHTING 2004 AND 2005 PROPOSALS

2004 The Clerk distributed breakdown of costs for installation and maintenance of festive lighting 2004. Noted no charges received for electricity supply from East Midlands Electricity Board to date. Noted tree installed at Woodlinkin under environmental/civic as the tree was dedicated to a local resident. AGREED total costs for the initiative at £8,070 plus £2,300 covered by capital expenditure reference minute 82/05(a) Finance Meeting 7th September 2004. Appendice one attached.

2005 Following discussion regarding installation of Christmas tree at St. Andrews Church for 2005, proposed that due to previous vandalism at the site, other options should be considered. The Clerk distributed copy of quotation from Plantscape to supply and install spring baskets along Station Road area totalling £1,340 nett. (forty half baskets). This would brighten the town at other periods of the year if the budget was not to be used up for festive lighting. AGREED quotation to supply tree basket holder for siting nearby St. Andrews Church and junction with proposed development site (former garage premises). Cllr Armstrong proposed this would enhance the site and allow for dual use of baskets in spring and static display during the festive period.

Langley Mill Railway Station AGREED Request Network Rail to consider installation of festive lighting along the station railway bridges over Station Road.

Erewash Canal Basin AGREED Request Erewash Canal Preservation Society to consider installation of festive lighting on trees adjacent to basin and garage premises on Derby Road.

Lamp Standards The Clerk reported no response to date following copy of report sent to Cllr B. Lucas in October 2004. AGREED copy of lamp standards report is sent to Derbyshire County Council Member responsible following elections 2005.

173/05 PARISH EVENTS

  1. Parish Event The Clerk reported Borough Council application form received for completion to hold public event on Queen Street recreation ground. A number of certificates and documents are required for submission with the form, including site plan, electrical test certificate for all equipment, fire retardance certificates for any marquees/big tops, gas test certificates for food providers, public liability insurance cover note minimum of five million pounds. AGREED agenda for decision at next Parish Council meeting. AGREED Clerk to seek information regarding music event to be held at venue by South East Derbyshire Music Centre and Pantomime by South East Derbyshire College.
  2. Coach Trips The Clerk was asked to report on the success of the last trip to London in February. AGREED a further trip to be organised in mid-November 2005 to London for shopping. A subsidised seat per person of £5.00. AGREED the event to be advertised locally from September 2005.

174/05 TO CONSIDER GRANT APPLICATIONS

The meeting gave consideration to additional grant applications as follows:-

  1. Langley Mill C. E. Infant & Nursery School Quotation considered to provide various items within the proposed garden area. AGREED the Council to cover the cost of one bench seat in the sum of £280.00.
  2. Aldercar & Langley Mill Pre-School awaiting receipt of completed grant application form. DEFER to next finance meeting.
  3. Potters F.C. Quotation received from organisation for sweatshirts at a cost of £18.00 each; £234 to supply 13. AGREED full Council to consider either donation towards kit or supply team.
  4. Langley Mill United C.C. Quotation received from Owzat to supply 12 junior shirts at £11.99 each plus £2.25 logo. Total cost £170.88. APPROVED.

175/05 AUDIT COMMISSION ACCOUNTS 2003-2004

A report received from Audit Commission confirming completion of the annual audit for the financial year ending 31st March 2004. No matters arising from the audit. The Clerk had placed notices publicising completion of audit on parish notice boards 21st March 2005. A copy of the annual return 2003/2004 will be placed within the noticeboards following approval of these minutes 19th April 2005.

176/05 SUMMARY OF ENVIRONMENTAL PROJECT AT GODKIN SITE

The Clerk reported on the success of the tree planting project on the site, completed on the 15th March 2005. The Lengthsman had inspected the site since and found a few trees had been removed. Continued supervision will hopefully minimise damage to the saplings. A statement of expenditure to date for the site was received as attached appendice two. Additional work to be completed on the site was reported as follows:-

  1. Installation of two litter bins: quotations received

    • Plantscape   £370.00 each
    • Canlins   £481.36 each

    AGREED two cast iron litter bins from Canlins APPROVED

  2. Installation of two dog litter bins: quotations received

    • Plantscape   £260.00 each
    • Canlins   £357.50 each

    The Council APPROVED Canlins quotation to supply two cast iron dog foul bins mounted on posts with despatch shute to the top of the unit to enable the foul to be contained within the unit when sealed.

  3. Clearing of lower site for soft landscaping and picnic area:-

    • Quotation received from Plantscape
    • *To clear site over two days   £680.00
    • Supply and plant shrubs   £450.00
    • Supply and install picnic bench with seats   £745.00
    • APPROVED total expenditure on picnic site   £1875.00

Total approved expenditure

  • Litter Bins   £962.72 nett
  • Dog Bins   £715 nett
  • Picnic area   £1875.00 nett

*Subject to reduction in clearance work on site following Parish Council arrangement to remove timber telegraph posts.

AGREED an additional quotation to be sought to provide vandal resistant bench mid-way along the site.

With regard to service of the bins on the site, the Committee was advised the Borough Council would not visit as vehicular access was not possible. AGREED Parish Lengthsman to service the bins once each fortnight until further notice. Arrangements to be made for Borough Council to collect of the litter bags from a designated point. A review of the schedule to be made by the Staff Review Panel.

177/05 PROPOSED IMPROVEMENTS TO HALL ROAD

A report submitted by the Parish Lengthsman to Council advised the site requires new membrane covering to prevent further weed growth on the site. Suggestions to improve the overall layout of the site included new flower bed and screening to the rear of the site, with shrubs and perennial plants, repairs to seating and slabbed areas. The Committee APPROVED a budget in the sum of £500 to cover the costs.

178/05 DATE OF NEXT MEETING

AGREED the next meeting scheduled to take place on Tuesday 28th June 2005 at 6.15 p.m. prior to Council meeting, subject to approval of Civic Calender at the Annual Parish Council Meeting.

There being no further business, the Chairman closed the meeting at 5.00 p.m.
